Use the Comma

I saw this blurb:
Envisioning a post-COVID-19 world as vaccine eligibility expands in Iowa
In this editorial shared with The Gazette, Pat Winokur, MD, emphasizes that—while the number of Iowans vaccinated against COVID-19 is growing—it remains as important as ever to follow safety precautions.

I don't like the construction —while the number of Iowans vaccinated against COVID-19 is growing— in that sentence. I would use a comma and end up with emphasizes that, while the number of Iowans vaccinated against COVID-19 is growing, it remains. I do not know if the original phrase is correct or incorrect.
