What a crock of junk.
Aren't they saying, "We're going to make writing staffs include women." Isn't that a quota, that in order to have a writing staff, you have to have a woman on the staff?
I would answer, "Yes, it is." And yet, there's the quote about 'hitting quotas or targets as some form of box ticking exercise', which to my simple brain, is a contradiction.
