Stay On Target!

At work, I am digging deeper and deeper into my disaster recovery documentation. It has becoming increasingly evident that I need to abide by this diagram¹ as I design my table of contents:

Teams are putting their files on a network drive. The following screenshot is 'over' the network drive showing the folder depth of the folder structure:

Sorry for the way the screenshot looks but there are 167 folders total. Of those 167, 61.07784431137725% (102 folders) have a folder depth between 0 and 4 while 38.92215568862275% (65 folders) have a depth between 5 and 10. For those 65 folders between 5 and 10, I need to make it so that the user doesn't have to actually click 10 times to find the information they are seeking. The information has to be available quickly.
